இன்று (21.10.2021) மத்திய அமைச்சரவை 3 சதவீதம் அகவிலைப்படி உயர்வுக்கு ஒப்புதல் அளித்துள்ளது: பாரத பிரதமர் மோடி அவர்களின் தலைமையில் இன்று கூடிய மத்திய கேபினட் அமைச்சரவை, மத்திய அரசு ஊழியர்களுக்கு கூடுதலாக 3% அகவிலைப்படி உயர்த்த ஒப்புதல் வழங்கியுள்ளது. இந்த உயர்வு ஜூலை 2021 முதல் அமுலுக்கு வருகிறது.

இந்த அறிவிப்பின் மூலம் ஒரு கோடிக்கும் அதிகமான ஊழியர்கள் மற்றும் ஓய்வூதியம் பெறுவோர் பயனடைவார்கள்.மத்திய அரசின் தற்போதைய அகவிலைப்படி சதவீதம் 31% உயர்ந்துள்ளது குறிப்பிடத்தத்தக்கது.

இந்த மாதம் வழங்கப்படும் சம்பளம் மற்றும் பென்ஷன் தொகையில் இந்த 3 சதவீத அகவிலைப்படி சேர்த்து வழங்க ஏற்பாடுகள் செய்யப்பட்டு வருகின்றன. அத்துடன் ஜூலை, ஆகஸ்ட் மற்றும் செப்டம்பர் மாதத்திற்கான நிலுவை தொகையும் கிடைக்கும் என எதிர்ப்பார்க்கப்படுகிறது.

மத்திய நிதி அமைச்சகம் இன்று (20.7.2021) வெளியிட்டுள்ள அரசாணையில், மத்திய அரசு ஊழியர்களுக்கான அகவிலைப்படி தற்போதுள்ள 17 சதவீதத்திலிருந்து 28 சதவீதமாக ஜூலை 2021 முதல் உயர்த்தி வழங்க முடிவு செய்துள்ளதாக தெரிவிக்கப்பட்டுள்ளது.

தமிழக அரசு ஊழியர்களுக்கு அகவிலைப்படி உயர்வு ஜனவரி 2022 முதல் வழங்கப்படும் என தமிழ்நாடு முதலமைச்சர் சட்டப்பேரவையில் இன்று (7.9.2021) தெரிவித்தார்.

மத்திய அரசு சமீபத்தில் அதன் ஊழியர்கள் மற்றும் ஓய்வூதியதாரர்களுக்கு அகவிலைப்படி 17 சதவீதத்திலிருந்து 28 சதவீதமாக உயர்த்தி வழங்கியது. அதனை தொடர்ந்து தமிழக அரசும் அதன் ஊழியர்கள் மற்றும் ஆசிரியர்களுக்கு 28% அகவிலைப்படி உயர்த்தி வழங்கும் என எதிரிப்பார்க்கப்பட்டது. ஆனால், எதிர்பார்த்த அறிவிப்பு எதுவும் வரவில்லை! மாறாக, அடுத்த வருடம் 2022ஆம் ஆண்டு ஜனவரி முதல் உயர்த்தி வழங்க அறிவிப்பு வெளியாகி உள்ளது.

31% DA with Arrears 2021: Finally, the Central Government issued orders to sanction all pending Dearness Allowance to Central government employees and pensioners with arrears.

The Dearness Allowance is the most important salary element for government employees in India. A particular percentage of DA hike every six months on basic salary or basic pension is a tremendous pay hike for government employees. The current DA rate for Central Government employees and pensioners is 28% of basic pay or basic pension. The next installment of additional Dearness Allowance with effect from 1st July 2021 is pending!

DA Hike Announcement Process: Once in six months the calculation of Dearness Allowance as per the recommendations of the 7th pay commission will be finalized by the Finance Ministry. The DA hike report will be sent to the approval of the Cabinet Committee. After getting approval on a hike on additional Dearness Allowance will be announced by the Ministry of Finace. All Central Government employees, Civil pensioners, Defence Pensioners and family pensioners (including Railway and Armed Forces Personnel) are eligible to get additional DA/DR.

What is DA and DR?

Dearness Allowance (DA) and Dearness Relief (DR) both are the same. Dearness allowance and Dearness relief are being granted to existing employees and retired employees respectively. Dearness allowance is calculated on the basis of current basic pay of Government employees and the dearness relief is calculated on the basis of basic pension of Government pensioners. DA/DR is normally declared twice a year for compensating the price hike of essential commodities. DA/DR is indicating a particular percentage fixed by the Central Government. The calculation of DA/DR is based on CPI (IW) as per the recommendations of the 7th pay commission.

How to calculate DA?

Dearness allowance (DA) is calculated on the percentage fixed by the Central Government from time to time as per the calculation method prescribed by the pay commission. The percentage of basic pay is Dearness Allowance.

DA Calculation Formula

The formula for calculating DA is given below and the method of calculation is common for 5th CPC DA, 6th CPC DA and 7th CPC DA. The linking factor is given below for calculating the percentage of DA. The linking factor is nothing but the average of 12 months of All India Consumer Price Index number from Jan 2015 to Dec 2015.

Percentage of Dearness Allowance = (Average of AICPIN for the past 12 months – Fitment Linking Factor) x 100 / Fitment Linking Factor

  • 5th CPC Fitment Linking Factor for DA Calculation = 306.33
  • 6th CPC Fitment Linking Factor for DA Calculation = 115.76
  • 7th CPC Fitment Linking Factor for DA Calculation = 261.4

7th Pay Commission DA Percentage = (Average of AICPI for the past 12 months – 261.4) x 100 / 261.4

The Government of India has decided recently to stop the additional Dearness allowance and Dearness relief to CG employees and pensioners from January 2020 to June 2021 (18 months) due to the Coronavirus pandemic crisis

DA and DR Restored from 1.7.2021

As per the statement quoted in the order published by the Finance Ministry earlier in March 2020, the Cabinet Committee is given the approval to restore the Dearness Allowance with the rate of 28% to Central Government employees and Pensioners with effect from 1st July 2021.

The three installments of additional Dearness Allowance from 1.1.2020 to 30.6.2021 has been revoked and added in the old rate of 17%. So, now the current DA is 28%.

DA/DR Orders for 5th, 6th, and 7th CPC

Central Government is releasing orders for additional Dearness relief to pensioners retired in 5th CPC , 6th CPC , and 7th CPC separately. The calculation of Dearness relief for 5th CPC , 6th CPC , and 7th CPC Pensioners are slightly different on each CPC . Orders issued separately for 5th, 6th, and 7th CPC Pensioners from DoPPW.

Note: Central Government had taken the decision on the merger of the dearness allowance with effect from 1.4.2004 in the 5th CPC period. But, the calculation of DA continued with reference to the CPI (IW) average as of 1.1.1996 of 306.33. After merged DA with Basic pay, from July 2004 to July 2007 the above said the calculation was adopted.

What is the current rate of Dearness allowance?

The current rate of Dearness allowance is 17% with effect from 1st July 2019 for Central Government employees, Pensioners and Family Pensioners in India.

5th CPC Latest DA Rate and Finmin Order

The Dearness Allowance is increased from 295% to 312% effective from July 2017 for Central Govt Employees and Central Autonomous Bodies to draw their pay in the pre-revised pay scale as per 5th pay commission.

6th CPC Latest DA Rate and Finmin Order

The DA rate enhanced from 154% to 164% from 1.7.2019 to Central Govt Employees and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale and Grade pay as per 6th pay commission.
